Bihar home secretary to be removed

With the schedule for Bihar assembly polls already announced, the state government has decided to send a proposal to the Election Commission seeking its permission to remove Home secretary A K Biswas, who had fallen out with Chief secretary G S Kang over the recent controversial transfer of Indian Police Service officers, which had prompted the latter to proceed on protest leave.

Kang not to be replaced: Buta

"A proposal to this effect has indeed been prepared and is being forwarded to the EC soon," Personnel and Administrative Reforms department secretary Ravi Kant said.

Biswas has not been on good terms with Kang, who had reportedly taken umbrage at the Home secretary for issuing the notification for transfer of 17 IPS officers in July without taking him into confidence.

Buta clips Pathak's wings, Kang to process files

An angry Kang had proceeded on protest leave accusing governor Buta Singh of having bypassed his office and resumed his duties on August 5 after an assurance from the Raj Bhavan that the Home secretary could be "eased out in due course".

According to the proposal, Biswas is to be shifted to Energy department as its secretary and replaced by Forest and Environment commissioner H C Sirohi.
