With elections in Gujarat round the corner, Congress President Sonia Gandhi stepped up attack on the Narendra Modi government accusing it of "disregard for human rights" and "targeting" of minorities through fake encounters.

"This month, the nation witnessed the shocking exposure of how certain officers of the Gujarat police took the law in their own hands and carried out extra-judicial killings," Gandhi said in a 'Letter to Congress Workers' in the latest issue of 'Congress Sandesh', the party mouthpiece.

"The present Gujarat government has once again revealed its disregard for human rights, especially its targeting of minority community," she said.

In an apparent reference to the attack on an art exhibition in Vadodara by suspected BJP and VHP activists, Gandhi said the "intolerant attitude of the BJP against autonomy of universties and the freedom of expression" went against the spirit of democracy.

Strongly condemning the "attempt to create communal tensions," she said the Congress will continue to demand that justice be meted out to those found guilty of any such activities.

"We hope that in the forthcoming elections in Gujarat our voters will reject all attempts to undermine our democratic traditions," Gandhi said.

The Congress is trying to galvanise the organisation in the state that goes to polls later in 2007.
