S Narayan appointed finance secretary

In a major reshuffle at the top echelons of the finance ministry, revenue secretary, S Narayan, senior-most IAS officer in the ministry, was on Tuesday appointed finance secretary.

Narayan, an IAS of the Tamil Nadu cadre of the 1965 batch, takes over form C M Vasudev, who joins the World Bank as executive director.

Ajai Vikram Singh (UP cadre of 1967 batch) will replace Narayan as revenue secretary, while D C Gupta (IAS Orissa cadre 1967 batch) will now be the new banking and insurance secretary.

With the appointment of Gupta, who was special secretary in the department of personnel and training, the banking and insurance post has been upgraded.

Dhirendra Singh an IAS of 1968 Karnataka batch, who was serving as additional secretary defence production and supplies was given full additional charge of the post of special secretary (procurement), ministry of defence, in his present rank and pay.

The Appointments Committee of the Cabinet, which approved these changes, has also cleared the appointment of L K Joshi, at present in the Madhya Pradesh cadre, as member (administration), National Highways Authority of India in the rank and pay of additional secretary. He replaces Mukesh Kacker.

Further, Minister of State Gingee Ramachandran, who was holding the portfolio of revenue, will now look after banking, insurance and expenditure, official sources said.

Minister of State Anant Geete, a Shiv Sena member who came in place of Balkasaheb Vikhe Patil after his elevation as Cabinet minister, will now be in charge of revenue. Until now he was looking after banking, insurance and expenditure.
