Suggestions:Mr.Sinha, I would request you to consider the following suggestions very seriously: 1. Do not start your tax proposals by first laying blame at the doors of the taxpayers for your failures! Just check all the past budget speeches, your's as well as your illustrious predecessor's, one common refrain is that the tax payers did not cover the governments inefficient handling of the economy. Don't reel out statistical estimates of leakage by way of evasion of duties and taxes. Instead give details of how efficiently or otherwise you and your government spent the money collected in the last one year. Show clearly what assets you have created for the nation. Tell the people how much money was wasted by the elected representatives by stalling the proceedings. What all business that should have been transacted is still hanging fire. How much loss the nation has incurred and will continue to incur on account of this collective misdeed. 2. Also tell the people how much money and other resources being swindled away by the government emplyees, especially of revenue departments (Excise, Income Tax, customs, etc.,)in the course of their interaction with the public. So tell the people what plans you have to cut this through liberalisation, reforms, e-governance, etc., in order to enable the nation to move ahead. 3. Can you ask some responsible officials to study the Chinese tax system -laughed at by our bureaucrats- and find out how their businesses are able to operate so freely without being hamstrung by a plethora of government inspectors such as Central Excise, Sales Tax, Octroi, Factories inspectorate, PF Inspector, ESI, Pollution Control Board, Weights and Measures and many others. Ask your officials to study specifically how much time or resources a businessman has to allocate to satisfy all these departments in China. And if they do not have these unproductive and regressive wings in their bureaucracy, how do they take care?

What I learned from my experience is, all the developed countries are making their business as open as possible through proper tax system and and the whole is declared (...popularly known as WHITE in developing countries...) So could you try to set-up a process which will carryout all types of business trasactions should be made by/through bank, so that it can create more employment oppertunity as well as transparancy in the deals. Suggestions:Honourable Finance Minister, I am an NRI residing in Japan. Its our good luck that we have an opputunity to say our words too. During our visit to India in Dec 2000.We feel that prices for our India made comodities are much higher than what we have of China made commodity. We feel that our India is much costly then the overseas .We get the better quality and better goods in much cheaper prices in country like JAPAN then what we get in India. Why our infrastructure is so bad then the other developing nations?.I dont have any authority to question you but a point is to be noted why arent we unable to reach the quality and price which our competitors are giving. As per my survey we have corruption in teh root of country and a series of legal procedure to reach a particular stage in any field at every stage. Sir, to be honest with you although our economy is improving but we are getting far behind then our competitors who has same labour charges like our country. We have given you our country ,trust you so we have some sort expectations from you. And at last the Govt sector of India is going from back to worse. They are the offices where the cup of tea time is much more then the working time. sorry for taking your valuable time. with best regards, dharmesh

Suggestions:White collared are the sinceremost tax - payers in the country simply because there is no way tax can avoided by them whereas corporate/trading bodies have scope for not accounting for full income. While it is privelege to pay tax, i think the govt. needs to look at benefitting the sinceremost tax payers in the country be by way of reduction in tax rates, or sops(depreciation on the assets they invest/ increase in interest paid on housing loans/travel/medical expenditure/investments into schemes to cater to their post retirement needs/educational expenditure etc) to make them feel their sincerity is recognised by the govt. Govt should give citizens whose IT returns have been accepted some benefits by way of reduction of certain percentage of tax paid as rebate for the next financial year. This will encourage good citizens of the country.

So it is our request that you increase the income tax limit for service people and reduce the income tax slab for the business people. Also please made a law to treat the loan defaulter as criminals and made it criminal offence.People are having money but intentionally they are not paying because they are doing and diverting the money for other business to get the tax banifit from government for new business. Suggestions:I feel very strongly for the underprivileged children of our country. In particular those children who lost their parents because of a host of reasons. Dear FM, please look after their interest so that they may receive a good education and lead a life of dignity. India is a very large country, hence the number of such destitute children is alarmingly high. They have nowhere else but to look to primarily Government and then to the NGO s for the alleviation of their perennial problems faced each day. I also feel very strongly for the handicapped children who have unfortunately been abandoned to face all possible cruelties in their early childhood. If honb. FM can create a special fund and introduce some EFFECTIVE schemes to take care of their education, basic health, food, etc, I would feel very happy. Suggestions:Dear FM, I am paying up to 6 thousand in Income taxes every month. This is the highest IT rate in the world. In the US Income Tax is high, but consider the benefits the Tax Payer gets. Social security , Good Roads and Infrastructure. I get none of them here. If Income Tax is high , people will not have the motivation to earn more and work better. Even if their salary increases, they will loose it all as Income Tax. People will be prompted to move to other countries such as US, Canada , Australia etc, especially when Visa are easily available to Information Technologies people. Why dont you go after the shopkeepers who never show any accounts instead. Why are you penalising the Knowledge workers who already have so many tensions on their minds. Please reduce the Income tax. It is 30% of my salary. 20% I have to pay as house rent. You are not even providing housing for me. I am left with only 50% of my salary. How can I support my family? I will not get any pension as well. How will I plan for the future? This country is becoming too costly for me. I am working for the past 8 years and cannot think of buying a second hand car !! Sir, As is well known, women are significantly contributing to productivity in the corporate/institutional sectors in this country. A big physical & emotional problem for most women employees is non-availability of convenient/reliable day-care centres for their children. It is only proper that the government recognises the contributions of the fair sex & encourages corporates/financial institutions to provide day-care centres -the encouragement can be in the form of tax concessions/special import licenses or any other suitable financial benefit that results in a positive encouragement to the corporates/institutions that provide good day-care centres for children of their women employees.

Suggestions:Dear Sir, Few years ago you had committed yourself to an simple, easy to understand taxation regime which will not only reduce the disputes but also will reduce the load the judiciary significantly. Last year you made a significant move when you simpified the Excise duties to only 3 levels. You must keep moving in the same direction at a furious pace. In fact you must aim for a single Customes rate and another single Excise rates. As far as providing protection to value addition is concerned, higher value addition will automatically increase the price and thereby the protection.Let us get out of our mindset regarding items of consumption by "Rich" & the "Poor". If so called "rich" consume, they generate revenue & employment which is for the "poor". You or successive Finance ministers can then finetune these rates to adjust the revenue for the Govt in the budgeting exercises of future. This will also save you from the various lobbying and counter lobbying that take place during the pre budget memorandums making the whole exercise vulnerable to money power.Doing this, you will definitely usher in era of real transparency. Thanks

Suggestions:Hon. Sir, I am a young Chartered Accountant and am pretty impressed by the last couple of budgets presented by you. But I wish to bring to your kind attention the following things. 1. The Income Tax burden on salaried class should be reduced. This can be done by increasing the Standard Deduction which has been more or less stagnant for the last few years. 2. The redundant sections of the Income Tax act should be scrapped like section 16 (ii)which I think does not hold any significance as on today. 3. The 80 L limits should be increased as it has been more or less constant for the last few years. 4.The indirect taxes on harmful goods like liqour, tobacco etc. should be increased to reduce the consumption of such harmful items. 5. Harsher penalties should be imposed on tax evaders and the jail term should be increased for defaulters. Many other things are there but I hope the above suggestions reach you and your goodself finds enough merit in them to act on them sir. Yours Truly Dinesh Jasrapuria (A Common Indian)

Suggestions:Dear Sir, There is urgent need to reduce the fiscal deficit but not by reducing capital expenditure but by reducing the wastefull expenditure on government. Government staff needs to be made more efficient. The government is strong enough to take tough steps to reduce the deficit. But please ensure that there is enough capital expenditure for the economy to be put back on the growth track. Also there is need to free the export of agricultural produce and take steps to ensure that the agricultural productivity increases. When agricultural productivity increases the demand for industrial products will increase and this will fuel further growth in the economy. If necessary the rural land ceilings should be removed so that the lands would be owned by larger farmers who can employ the smaller farmers and increase productivity. this will only bring prosperity to rural india.
